I have been considering the findings from the innovation lab and hope shortly to finalise and publish terms of reference for the review. I have already received the views of the Finance Committee on the direction of the review and am in the process of advising other Ministers. Initial research and preparatory drafting of the consultation document commenced over the summer. I plan to publish the paper late autumn, which will initiate a 12 week open consultation process.
