Answer
Secure printed certificates have been available for travel since July, with 2D barcodes (QR codes) to prevent fraud. Secure printed domestic certificates will be available to applicants.
It is possible to request paper certificates using the telephone service 0300 200 7814, available Monday to Sunday from 8.00 am to 8.00 pm. This is an application support line.
It is essential that an applicant’s identity is verified to ensure that the correct health data is sent to the correct person. This process takes longer than the digital process as applicants, unable to verify their identity online, are required to verify their identity in person by presenting documents at an appointed time and location. Once identity checks have been completed, it may take up to 10 working days for the printed certificate to arrive.
The identity verification process are in place to ensure that all applications, however submitted, are screened for fraudulent requests. Apparently fraudulent applications for certification have been detected, and continue to be submitted.
At the current time, people will be able to use their Vaccination Card alongside photographic identification to gain entry to premises covered by the regulations.
