However, based on the draft valuation work completed prior to that decision, it is possible to indicate how movements in Net Annual Values (NAVs) for pubs and hospitality premises compared with those for retail properties.
Draft figures show that NAVs for retail properties increased by around 8% overall compared with the 2023 valuation List. In contrast, the hospitality sector showed significantly larger uplifts, with draft NAVs for pubs rising by approximately 47% and hotels by around 84%. These broad percentages are not representative of the changes at individual property level, as the table below demonstrates.
| Address | Class | 2023 NAV | Draft 2026 NAV | Percentage change |
| The Diamond Coleraine | Shop | £25,100 | £23,500 | -6.37% |
| Bridge Street Coleraine | Pub | £8,000 | £10,000 | +25% |
The overall draft outcomes reflected property which had experienced both postpandemic trading recovery and, in some cases, physical extensions or improvements that increased the rateable value of individual properties.
