Answer

I recognise that some older people may face challenges when accessing GP services. This may be due to difficulties using digital options such as online appointment systems, text messaging or virtual consultation, mobility issues, or other needs.

All GP practices are required to comply with the Disability Discrimination Act and make reasonable adjustments to accommodate affected patients, for example, those with mobility issues. GPs can address these requirements based on their in-depth knowledge of the patient’s situation and that of their family support or carers and adjust to recognise any known limitations. For example, GPs and district nurses will often make home visits to accommodate elderly patients who are unable to attend the practice, including where a patient is unable to manage public transport and no relative is available to assist.

For elderly patients who are unfamiliar with digital systems, prescriptions can continue to be ordered by phone or at the reception desk and patients can obtain advice on their complaint by phone or in person, as well as by home visit, where considered appropriate. A range of support is available for individuals with additional communication needs, for example, language translation services, Text Relay for patients who are hearingimpaired, and the use of induction loops.

Improving access to GP services for patients is a key priority for me. My Department has commenced negotiations with the NIGPC on the GMS contract for 2026/27. Developing robust measures to improve access to GP services for implementation in 2026/27 will be a core requirement in seeking agreement on the Contract.

In addition, to support GPs in improving service delivery, my Department has issued a best practice guide, ‘Making All Contacts Count’, which includes recommendations relating to the needs of vulnerable groups, including older people.
