Answer
The reform programme I announced on 2 December 2024 seeks to ensure the continued provision of high-quality advice and representation and that arrangements are robust and provide sufficient assurance and transparency on quality and value for money. Proposals, therefore, seek to build on the strengths of the existing framework and will ensure the continued availability of independent challenge and appellate functions. All proposals will be subject to consultation to allow intended arrangements to be explored in detail.
