Answer

The Warm Healthy Homes Strategy adopts a needs-based approach to prioritise support to households in or experiencing the greatest risk of fuel poverty, rather than relying solely on benefit entitlement.

A cornerstone of the Strategy is the ‘Warm Healthy Homes Fund’, launching in 2027. The Fund will deliver energy-efficiency upgrades with support aimed at low income and vulnerable households, not just benefit recipients.

This will sit alongside the Strategy’s commitment to coordinating all future energy efficiency interventions across government to ensure that they are consistent, flexible, and targeted at those most in need.

The Strategy commits to strengthening access to trusted, community-based energy advice and information. This will broaden the ways in which all households can access trusted advice, ensuring support is easier to reach as the Strategy develops.

Improving housing standards and enforcement across all tenures is another integral element of the Strategy. By raising housing standards, the Strategy aims to create warmer, healthier and more efficient homes, initially in the social housing sector and then for the private rented sector, which will reduce the conditions that contribute to damp, mould and poorer health, whilst helping to lower energy bills for those households.
